Definition

This statewide manager position leads the implementation of child care capacity-building initiatives across Nevada. The role provides strategic and operational leadership to programs that increase child care supply, support providers across their business cycle, and engage employers in developing family-friendly child care solutions.

The position oversees multiple projects including Child Care Capacity Building, the Employer Support Program, and the Provider Success team. These programs focus on reducing regulatory barriers, supporting providers in establishing and maintaining their business practices, increasing workforce participation, and partnering with employers to expand investment and access to childcare benefits.

This role manages program operations, supervises staff delivering direct services, analyzes program data to inform improvements, and represents the agency in statewide capacity-building efforts. System-level leadership and policy engagement will expand over time.

Duties

- Read, understand, and apply all agency and department policy and procedures set forth in both the Agency Handbook and related Program Manuals.

- Independently supervise staff across programs, including setting expectations, providing regular feedback, and supporting performance improvement.

- Identify individual staff strengths and development needs and contribute to department-wide skill-building and professional development planning.

- Foster a team culture grounded in accountability, collaboration, and continuous improvement.

- Analyze program performance data, identify service trends, and embed findings into team discussions and improvement strategies.

- Monitor program outcomes against scopes of work and deliverables and communicate recommendations to leadership.

- Establish and maintain client feedback loops, data tracking, and team practices that promote consistency across staff delivering services.

- Review monthly financial reports and monitor spending trends, working with leadership to address budget variances and maintain program spending within approved limits.

- Provide direction and oversight to staff to ensure consistent, high-quality support for childcare providers across all stages of business development (exploration, newly licensed, and established providers).

- Deliver employer childcare consultation services using the agency's established process and connect employers to regulatory, community, and technical partners as needed.

- Coach and support staff delivering coaching, consultation and public presentations, ensuring alignment with program goals and messaging.

- Build and maintain partnerships with government, employers, and community organizations to identify service gaps and advance childcare capacity and workforce solutions. Represent the agency in statewide discussions and contribute efforts to reduce regulatory and systematic barriers to care.

- Travel statewide to support staff and program implementation as needed.

- Participate in community outreach events to promote awareness of programs, general agency services, and key early childhood system initiatives in accordance with the annual stategic plan.

Minimum Qualifications:

Knowledge of

- Program or project management across multiple initiatives.

- Staff supervision and performance development.

- Data analysis and performance monitoring.

- Employer engagement and community partnership development.

- Nevada's early childhood system

- Barriers to childcare access including economic, cultural, and geographic factors.

- Basic Microsoft Excel proficiency including navigation, data entry, use of common formulas, pivot tables and chart creation.

- Microsoft Office Suite tools

Ability to

- Lead and manage multiple programs and priorities simultaneously.

- Analyze data and translate findings into actionable improvements.

- Communicate clearly and concisely both in writing and verbally across diverse audiences.

Special Requirements

- Bachelor's degree in a related field.

- At least five (5) years of experience supporting child and family services.

- Minimum three (3) years of supervisory experience.

- Experience managing projects or programs.

- Must have reliable transportation to get to and from work, travel to trainings and events, and must have a clean driving record.

- May be required to work some evenings and weekends.

- May be required to travel in state and out of state for meetings or training.

- Must be able to lift and carrying up to 40 pounds.

- Able to pass complete background check.

- Must possess a valid Nevada's Driver's License and proof of insurance if utilizing a personal vehicle for company business.
