Definition
The Early Childhood Substitute Network Program Coordinator is responsible for leading the coordination and delivery of substitute staffing services to child care providers, ensuring timely, reliable, and high-quality support that promotes continuity of care for children in their assigned region. This role oversees daily program operations, supervises staff, and builds strong relationships with providers to ensure responsive service delivery. This position provides supervision and training to regional ECSN staff.

Duties
- Monitor ECSN phone daily, from approximately 7:00am to 3:00pm. Respond to requests for ECSN services; this includes scheduling and cancelling staff (as requested) to specific licensed day care and family care giving settings.
- Provide responsive, high-quality customer service to child care providers seeking substitute services, addressing inquiries, resolving concerns, and facilitating discussions regarding service experiences.
- Lead the planning, coordination, and execution of ECSN program activities, including establishing timelines, setting measurable goals, and ensuring efficient service delivery in alignment with program objectives.
- Provide leadership to assigned staff by communicating program outcomes, agency policies, and organizational culture expectations.
- Assign, monitor, and adjust staff responsibilities to ensure alignment with program goals and service delivery needs.
- Coach, mentor, and support professional growth of staff through ongoing feedback and development opportunities.
- Ensures timely and accurate program documentation, including timecards, demographics, satisfaction surveys, training requirements, and service delivery data, to support reporting, compliance and invoicing processes.
- Lead outreach, recruitment, and enrollment efforts to promote ECSN services and expand participation.
- Maintain knowledge of program budgets and resource allocations, provide input on programmatic needs, and support cost-effective decision-making in partnership with the Program Manager.
- Ensures compliance with licensing regulations, agency policies, and program requirements, maintaining accurate and timely documentation of program activities and staff supervision.
- Provides educational information that supports school readiness and best practices to child care providers, and the larger community in accordance with annual plans.
- Role models developmentally appropriate practices with children.
- Collect, review, and analyze program data to assess performance outcomes, identify trends, and ensure data completeness and accuracy.
- Utilize program data to inform quality improvement strategies and recommend program enhancements to Program Manager.
- Develop and sustain partnership with community organizations and early childhood stakeholders to expand program reach and input, including participating on assigned early childhood related committees and/or boards.
- Communicates services and key Early Childhood Educations (ECE) messages in presentations, trainings, referrals and outreach in accordance with annual plan.
- Demonstrate and promote alignment with the agency's mission, values, and strategic priorities through daily decision-making, service delivery, and staff leadership.
- Stays abreast of the latest data and research as it relates to early childhood, child care workforce and work and family issues. In addition, ensures that all services provided and curriculum and resources used/developed meets latest research and best practices.
- Read, understand, and apply all agency and department policy and procedures set forth in both the Agency Handbook and Program Manual.
- Perform other tasks as required/assigned for adequate administration of program and in the interest of the agency.
Minimum Qualifications Needed
Knowledge of:
- Early childhood education principles and practices.
- Positive parenting concepts and work/life supports for families.
- Community resources and systems that support children, families and the early childhood workforce.
- Customer service and relationship management practices.
- Computer programs including Microsoft Word, Excel, Power Point, data base programs, etc., and the desire to learn new programs.
- Childcare licensing regulations.
Ability to:
- Communicate clearly and concisely both in writing and verbally.
- Be organized and use effective time management.
- Use outstanding customer service skills.
- Lead, support, and hold staff accountable through coaching, feedback, and performance guidance.
- Analyze program data to identify trends, address gaps, and support continuous improvement efforts.
- Build and maintain positive, collaborative relationships with staff, providers, and community partners.
- Work with adults of diverse backgrounds and beliefs and adapt service delivery accordingly.
- Work collaboratively with staff and community agencies.
Special Requirements
- Bachelors degree in Early Childhood Education preferred. Candidates with an Associates degree in Early Childhood Education, Human Services, or closely related field will be considered if they completed at least 30 credit hours in Early Childhood Education (ECE) and can demonstrate significant relevant experience.
- Ideal candidate will meet eligibility requirements to become a Nevada Registry Trainer ECE-Generalist Trainer.
- Bilingual English/Spanish a plus
- At least three years of experience in early childhood field.
- At least two years' experience of supervisory experience.
- This position is required in office, not remote or hybrid
- May be required to work some evenings and weekends.
- May be required to travel in state and out of state for meetings or training.
- Job requires repetitive key stroking; ability to sit for long periods (2 hours +)
- Be physically capable of performing all job duties including standing, walking, climbing stairs, bending, stretching, having the ability to sit on the floor and get back up, and lifting and carrying up to 25 lbs.
- Able to pass complete background check.
- Must have reliable vehicle for work and possess a valid Nevada's Driver's License and proof of insurance for utilizing a personal vehicle for company business and a clean driving record
