Definition:
The Family Access and Stabilization Manager provides leadership and oversight for programs that address basic needs, stabilization, and safe connections for youth and families, including The Children's Cabinet Market, Community Navigation, Safe Place, and youth mentorship/outreach initiatives. This role ensures that individuals and families have seamless access to emergency support, crisis intervention, and community resources, while also strengthening pathways to long-term stability. The Manager will supervise a team of coordinators, case manager, specialists, and navigators; ensure program quality and compliance; and build strong community partnerships to expand access and impact. The position reports to the Youth and Family Success Director.

Duties:
- Achieve a strong understanding of the agency mission, strategic focus areas, and contribute to organizational success.
- Oversee program operations for The Children's Cabinet Market, Community Navigation, Safe Place, and youth mentorship/outreach services.
- Ensure effective coordination of basic needs distribution, resource navigation, and crisis response, maintaining compliance with funder and agency requirements.
- Supervise, coach, and evaluate staff, ensuring professional growth and adherence to best practices.
- Develop and monitor program budgets in collaboration with the Director; review financial reports to ensure efficient resource use.
- Lead program planning, goal setting, and implementation to ensure quality service delivery and measurable outcomes.
- Foster strong partnerships with schools, law enforcement, community organizations, and service providers to enhance program reach.
- Ensure Safe Place maintains 24/7 accessibility for youth in crisis, including outreach and hotline coordination.
- Oversee data collection, reporting, and quality assurance across all programs; use data to inform improvements.
- Identify and pursue funding opportunities, assist with grant proposals, and ensure sustainability of assigned programs.
- Promote a culture of collaboration, inclusivity, and equity within programs and across departments.
- Represent the agency in community meetings, committees, and events to strengthen visibility and advocacy.
- Ensure family voice and choice is central across all programs, supporting family-driven and youth-guided planning processes.
- Monitor fidelity to the Magellan Wraparound Standards and other program requirements through structured audits, supervision, and outcome data.
- Develop program budgets, manage financial resources responsibly, and pursue funding opportunities to sustain and grow services.
- Collect, analyze, and report on outcome data across all programs, ensuring continuous quality improvement.
- Cultivate and maintain strong partnerships with courts, probation, child welfare, schools, and community providers to expand service access and reduce disparities.
- Recruit, hire, and evaluate program staff while fostering a supportive and professional growth environment.
- Provide regular updates to the Youth Support and Intervention Director on program performance, challenges, and opportunities for improvement.
- Monitor and evaluate program effectiveness, collecting data and feedback to inform continuous improvement efforts to Program Director.
- Provide regular reports and updates to the Youth Support and Intervention Director on program activities, outcomes, and challenges.
- Utilize data insights to identify areas for improvement and inform decision-making processes.
- Assist Program Director in budget planning and management for programs.
- Ensure efficient use of resources and adherence to financial guidelines through spending approvals and monthly review of program financial reports.
- Maintain accurate records of program activities, participant data, and evaluation results
Minimum Qualifications:
Knowledge of:
- Youth and family development, crisis intervention, and stabilization strategies
- Wraparound and strength-based case management
- Emergency and basic needs support systems
- Community resources and referral processes
- Evidence-based practices for youth engagement and outreach
- Program supervision, HR practices, and budget management
Ability to:
- Express ideas clearly and concisely both orally and in writing.

Special Requirements:
- Bachelor's degree in human services or closely relevant field, or equivalent experience.
- 5+ years experience in case management, social services, or related fields, with a strong understanding of family dynamics and community resources.
- Minimum 3 years of experience in supervision and management
- Must have reliable vehicle for work and possess a valid Nevada's Driver's License and proof of insurance for utilizing a personal vehicle for company business
- May be required to work some evenings and weekends.
- May be required to travel in state and out of state for training.
- Must be able to lift and carry up to 25 pounds.
- Must be able to walk up and down stairs.
License or Certificate
