Definition
The Provider Professional Development Out-of-School Time (OST) Specialist will support Las Vegas child care providers in registering and maintaining compliance in the child care subsidy system through onsite and community based consultation and training. This position will support the provider registration into the child care subsidy program, and offer monitoring visits and training support to meet their ongoing requirements. This position requires an understanding of early childhood development, indicators of quality child care, cultural disparities and barriers to accessing services, and best practices for adult education.

Duties
- Achieve an understanding of agency mission, strategic focus areas and overall goals and objectives. Contribute to the success of these areas.
- Read, understand, and apply all agency and department policy and procedures set forth in both the Agency Handbook and Program Manual.
- Provides in-person, telephone and virtual support to child care providers to assist them in registering for and adhering to requirements for participating in the child care subsidy program.
- Develops and conducts community education workshops that meet grant requirements and best practices for early childhood educators.
- Conducts monitoring visits for Out-of-School time providers and provides onsite technical assistance to ensure their needs are met.
- Submits referrals to other resources and conducts follow-up to ensure providers are connected to services.
- Ensure that all services, curriculum, and resources used in training materials meet the latest research and best practices.
- Submits training curriculum using program tools and processes that follow ANSI/IACET standards and submits to supervisor for approval in a timely manner.
- Works with supervisor and support staff to schedule, promote, and manage registrations for workshops and onsite events.
- Responsible for the tracking and reporting or accurate program data such as community event registration and attendance records, and technical assistance service records. This includes inputting information into appropriate excel worksheets or databases.
- Communicates regularly with supervisor and provides updates on performance outcomes and program activities to meet grant requirements.
- Stays abreast of the latest data and research as it relates to early childhood, child care workforce, and out-of-school time issues.
- Uses identified tools and resources to serve child care providers whose first language is not English.
- Communicate services and key ECE messages in the community presentations, trainings, referrals, and outreach in accordance with the annual plan.
- Participate in community activities such as back to school events.
- Participate in the development of consumer education materials, (newsletters, tip sheets, calendars, brochures, etc.).
- Works with support staff to schedule, promote, and coordinate registrations for professional development trainings, and may provide backup coverage for other team members in their absence.
- Perform other tasks as assigned.
Minimum Qualifications
Knowledge of
- Out of School Time principles and practices.
- ANSI/IACET continuing education and training standards.
- Community agencies and resources, as well as an understanding of the problems child care providers face and barriers to accessing services.
- Computer programs including Microsoft Word, Excel, Power Point, data base programs, etc., and the desire to learn new programs
- Child care licensing requirements statewide.
Ability to
- Communicate clearly and concisely both in writing and verbally.
- Be organized and use effective time management.
- Use outstanding customer service skills.
- Facilitate positive communication with customers.
- Work collaboratively with staff and community agencies.
- Work with adults of diverse backgrounds and beliefs and adapt service delivery accordingly.
- Independently develop new training content and deliver it to adult learners.
Special Requirements
- Bachelor's degree in Early Childhood Education (ECE) or closely related field with a minimum of 30 credit in ECE.
- Must qualify as a Nevada Registry ECE 4.2 Trainer and maintain certification.
- Bilingual (English/Spanish) preferred.
- Must have reliable vehicle for work, travel to rural areas, trainings and other offices.
- Must possess a valid Nevada Driver's License, and have current insurance if using a personal vehicle for company business.
- Work requires travel to rural communities and some overnight time for training.
- Work requires some weekend and evening hours.
- Be physically capable of performing all job duties. This may include lifting and carrying up to 40 lbs.
- Able to pass complete background check.
