Definition

The Quality Rating Improvement System (QRIS) Program Specialist is the liaison between the QRIS Coaching Program, Department of Education, and the QRIS assessment team. The QRIS Program Specialist provides support to QRIS administration, coaches, and participating child care providers. This position supports coaches with reviewing, approving, and submitting QRIS grant orders. This position requires an understanding of early childhood education and indicators of quality care, and licensing regulations.

Duties

  • Achieve an understanding of agency mission, strategic focus areas and overall goals and objectives. Contribute to the success of these areas.
  • Read, understand, and apply all agency and department policy and procedures set forth in both the Agency Handbook and CCR&R Program Manual.
  • Maintain the QRIS site list spreadsheet. Communicate with coaches by updating new star ratings and any other site changes monthly.
  • Attend and take minutes during coaches meetings
  • Assist with reviewing, approving, and submitting QRIS Grants
  • Submit assessment checklist to state assessor monthly and/or as needed on behalf of coaches.
  • Provide administrative support to providers enrolled in the QRIS program (e.g., Easy Folio support, reviewing grant orders)
  • Assist with QRIS new hire onboarding by preparing orientation folder and setting up desks.
  • Assist with community trainings by facilitating technology, submitting paperwork and completing internal processes to track outcomes.
  • Maintains and ensures that statistical information is gathered for performance outcomes.
  • Stays abreast of the latest data and research as it relates to early childhood, child care workforce, and work and family issues.
  • Uses identified tools and resources to serve parents and providers whose first language is not English.
  • Communicate services and key ECE messages in the community presentations, trainings, referrals, and outreach in accordance with the annual plan.
  • Participate in the development of consumer education materials (social media, newsletters, tip sheets, calendars, brochures, etc.).
  • Assist with needs assessments and surveys for data collection for planning of parent, provider and/or community business services and support.
  • Provide backup support and front desk coverage for Program Support by covering lunch and vacation time.
  • Perform other tasks as assigned.

Minimum Qualifications Needed

Knowledge of:

  • Quality standards and best practices in the field of early education
  • Early childhood education practices and principles that encompass different types of child care settings.
  • Child care licensing requirements.
  • Adult learning techniques, facilitation skills, and technical assistance learning systems.
  • Computer programs including Microsoft Word, Excel, Power Point, data base programs, etc., and the desire to learn new programs.

    Ability to:

    • Communicate clearly and concisely both in writing and verbally.
    • Be organized and use effective time management.
    • Use outstanding customer service skills.
    • Facilitate positive communication with customers.
    • Work collaboratively with staff and community agencies.
    • Work with adults of diverse backgrounds and beliefs and adapt service delivery accordingly.

    Special Requirements

    • Bachelor degree preferred in ECE or equivalent combination of education and experience in early childhood through adolescence.
    • Bilingual (English/Spanish) preferred.
    • Must have reliable transportation to get to and from work.
    • Must possess a valid Nevada Driver's License, and proof of insurance if utilizing a personal vehicle for company business.
    • Work requires some weekend and evening hours.
    • Be physically capable of performing all job duties. This may include lifting and carrying up to 40 lbs. and data entry requiring repetitive typing motion.

    License or Certificate

    • Able to pass complete background check.
    • May be required to maintain current child care worker requirements.
