Definition

The Regional QRIS Manager oversees all aspects of Quality Rating and Improvement System (QRIS) coaching program and directly supervises the QRIS Coordinators in the assigned region (northern Nevada or southern Nevada). This position requires an understanding of best practices in Early Childhood Education, State of Nevada licensing regulations, district pre-K programs, environmental rating scales, and Nevada's Silver State Stars QRIS. This position requires supervision including the recruiting and hiring of staff and the establishment of professional development goals to align with the Nevada Early Childhood Coaching Competency Framework. This position requires an excellent understanding of best practices in Early Childhood Education, the child care system in Nevada, current early childhood initiatives and funding source, and State of Nevada licensing regulations.

Duties

  • Read, understand, and apply all agency and department policy and procedures set forth in both the Agency Handbook and CCR&R Program Manual
  • Directly supervise Program Coordinators and assist with training and oversight of program staff
  • Recruit, hire, evaluate job performance and contribute to staff development
  • Provide guidance and support to supervisory staff responsible for personnel functions
  • Create a model for building and supporting professional development for staff to implement coaching competencies as outlined in the Nevada Early Childhood Coaching Competency Framework with staff
  • Ensure all team members meet the requirements and expectations of Nevada Silver State Stars models
  • Ensure the tracking and reporting of outcomes, program data and evaluation of services and use this information to provide guidance to staff and work with other Regional Manager to develop, implement, evaluate, and revise annual plans to jointly communicate suggested changes to stakeholders
  • Work with Program Director and other Regional Manager to create program budget, monitor spending monthly, and achieve objectives within budgeted amounts
  • Ensures that policies and procedures are updated as needed
  • Ensures program services are meeting specified grant objectives and participates in the delivery of services if necessary
  • Stays abreast of the latest data and research as it relates to early childhood, child care workforce and work and family issues
  • Fosters high standards of customer service through relationship building with clients and key stakeholders
  • Participates on Early Childhood related committees and/or boards encouraging a unified message on early childhood issues and identified activities
  • Organize and attend quarterly visits with regional coordinators for ongoing support
  • Participate in community outreach events to promote awareness of Silver State Stars QRIS Coaching, other Cabinet services, and key ECE messages in accordance with the annual plan
  • Analyses internal and external data to inform community training trends and gaps and to establish annual community training goals
  • Monitors regional site-level and provider feedback on experience of QRIS program and proposes quality improvements to stakeholders and internal team based on trends
  • Perform other duties as assigned

Minimum Qualifications

Knowledge of:

  • Early childhood education principles and practices that encompass different types of child care settings
  • Quality standards and best practices in the field of early education, including knowledge of ITERS, ECERS, District Pre-K settings, curriculum implementation and child assessments
  • Adult learning techniques, facilitation skills, and technical assistance learning systems
  • Computer programs including Microsoft Word, Excel, Power Point, data base programs, etc., and the desire to learn new programs
  • Positive parenting concepts and work/life supports for families
  • Child care licensing requirements statewide
  • HR practices and wage and hour regulations
  • Program budgets and reviewing expenditures
  • Developing Teams using Competency Frameworks

Ability to:

  • Communicate clearly and concisely both in writing and verbally
  • Work with various community agency partners to align statewide QRIS system
  • Problem-solve and handle crises that providers/parents may be experiencing
  • Identify service gaps and propose improvement strategies.
  • Identify and implement progressive child care practices in staff trainings
  • Work with adults of diverse backgrounds and beliefs and adapt service delivery accordingly

Special Requirements

  • Bachelor's degree in ECE or related field and 5 years of early childhood experience, or equivalent Education and experience in early childhood education
  • Minimum 3-years of experience in supervision and management
  • Be a current Nevada Registry general ECE trainer, or meet the eligibility requirements
  • Must have reliable vehicle for work and have a clean driving record.
  • May be required to work some evenings and weekends
  • Monthly in-state travel for staff supervision, meetings and training as well as infrequent out-of-state travel for meetings and training
  • Must be able to lift and carry up to 40 pounds
  • Able to pass complete background check
  • Must possess a valid Nevada's Driver's License and proof of insurance for utilizing a personal vehicle for company business
