Definition
The Child Care Subsidy Delegate Agency Specialist will assist delegate agencies with childcare enrollment and monthly processing. This Subsidy Specialist will also have an understanding of individual family requirements for the subsidy program and assist families as needed. This position may be out-posted at an alternative site as needed and/or fill in for absent staff. Subsidy Specialist are detail oriented and able to implement eligibility criteria changes timely and accurately.

Duties
- Achieve an understanding of agency mission, strategic focus areas and overall goals and objectives. Contribute to the success of these areas.
- Read, understand, and apply all agency and department policy and procedures set forth in both the Agency Handbook and SEED Program Manual.
- Specific Duties for Delegate Agencies
- Maintain an on-going working relationship with Delegate Agencies.
- Process monthly enrollments and timesheets of Delegate Agencies.
- Provide training to Delegate Agency staff as needed.
- Update paperwork for Delegate Agencies.
- Audit delegate agencies quarterly/semi-yearly.
- Pull Delegate Agency files and necessary paperwork for Quality Control Audits.
- Case note activities.
- Collect and maintain statistics necessary for program compliance, enrollment options and reports.
Specific Duties for Certificate Case Management
- Accept and return phone calls from families requesting child care services as well as provide program guidelines, application process and determine eligibility.
- Enroll eligible families by obtaining necessary documentation and informing parents of their rights and responsibilities.
- Provide continuing case management service - obtain updates on employment, training and income; re-certify families as required by program guidelines; and make referrals to additional community resources as needed.
- Process termination of coverage for families no longer eligible for services, including notification of providers.
- Assist parents with complaints about program and/or child care services, mediate as needed, and advise of proper procedure for resolution of grievances.
- Perform travel related duties as needed.
- Performs other tasks as assigned.

- Address the needs and concerns of parents by empathizing appropriately and making referrals as needed.

- Be physically capable of performing all job duties.

Special Requirements
- Bachelor degree in Early Childhood Education or related field such as social work and/or at least three years of case management experience.
- Able to work with clients in crises.
- Must have reliable transportation to and from work.
- May be required to work some evenings and weekends.
- May be required to travel in state and out of state for training.
- May be required to travel to out-posted offices to assist with caseload.
- Must be able to lift and carrying up to 25 pounds.
- Must be able to walk up and down stairs.
- Able to pass complete background check.
- Must possess a valid Nevada's Driver's License and proof of insurance if utilizing a personal vehicle for company business
