Definition:

The Youth and Family Support Manager is responsible for overseeing and coordinating three core programs within the Youth Support & Intervention Department: High-Fidelity Wraparound (HFW), Safe@Home, and Positive Pathways to Re-Entry (PP2R). Together, these programs ensure holistic, individualized, and strength-based care for youth and families, emphasizing family unification, stabilization, prevention of out-of-home placement, and successful re-entry from systems involvement.

The Manager provides leadership for a team of case managers, navigators, and specialists delivering services grounded in evidence-based models. Each program has a distinct focus:

High-Fidelity Wraparound Case Management (HFWCM): A structured, evidence-based planning process guided by Joyfields along with Magellan Wraparound Fidelity Standards, ensuring services are family-driven, strengths-based, team-based, culturally responsive, and outcome-focused.

Safe@Home: A family preservation program designed to stabilize home environments, prevent removal, and strengthen natural supports during times of crisis. This program works with DCFS and supports families in rural Nevada

Positive Pathways to Re-Entry (PP2R): A re-entry support program for justice-involved youth, focusing on family reunification, educational re-engagement, workforce preparation, and reducing recidivism. This program works with WCJS and China Springs/Auara Pines Youth Camps.

This position plays a critical role in advancing family stability, empowering youth and caregivers, and building collaborative community partnerships to improve long-term outcomes. This role includes oversight of programs and staff, with assignments and reporting structures that may shift in response to funding and organizational priorities. The Youth and Family Support Manager reports to the Youth and Family Success Director.

Distinguishing Characteristics

An understanding of child and human development, work, youth, and family issues, and high-fidelity wraparound case management. Requires proven experience in working with the family court systems, case management, social services, or related fields, with a strong understanding of family dynamics and community resources. Demonstrated skills in leadership with experience in supervising and developing staff required.

Duties:

Achieve an understanding of agency mission, strategic focus areas and overall goals and objectives and contribute to the success of these areas.

Provide direct oversight and management of High-Fidelity Wraparound (HFW), Safe@Home, and Positive Pathways to Re-Entry, ensuring fidelity to each program's model.

Supervise coordinators, case managers, and program staff, with coaching and professional development aligned to wraparound fidelity, motivational interviewing, trauma-informed care, and cultural humility.

Ensure family voice and choice is central across all programs, supporting family-driven and youth-guided planning.

Guide wraparound team facilitation by ensuring the inclusion of natural supports, caregivers, and cross-system partners (probation, child welfare, schools, behavioral health).

Oversee Safe@Home interventions that focus on family preservation and crisis stabilization, preventing out-of-home placements whenever safely possible.

Direct Positive Pathways to Re-Entry strategies that build family-centered re-entry plans, reconnect youth with school or workforce pathways, and promote long-term stability.

Monitor fidelity to National Wraparound Standards and other program requirements through structured audits, reflective supervision, and outcome data.

Develop program budgets, manage financial resources, and help identify funding to sustain and grow services.

Monitor and evaluate program effectiveness, collecting data and feedback to inform continuous improvement efforts to Program Director.

Cultivate and maintain strong partnerships with courts, probation, child welfare, schools, and community providers to expand service access and reduce disparities.

Recruit, hire, and evaluate program staff while fostering a supportive and professional growth environment.

Provide regular updates to the Youth Success Director on program performance, challenges, and opportunities for improvement.

Assist Program Director in budget planning and management for programs.

Ensure efficient use of resources and adherence to financial guidelines through spending approvals and monthly review of program financial reports.

Maintain accurate records of program activities, participant data, and evaluation results

Minimum Qualifications:

Special Requirements:

Bachelor's degree in human services or closely relevant field, or equivalent experience.

5+ years experience in case management, social services, or related fields, with a strong understanding of family dynamics and community resources.

Minimum 3 years of experience in supervision and management

Must have reliable vehicle for work and possess a valid Nevada's Driver's License and proof of insurance for utilizing a personal vehicle for company business

May be required to work some evenings and weekends.

May be required to travel in state and out of state for training.

Must be able to lift and carry up to 25 pounds.

Must be able to walk up and down stairs.

License or Certificate

Able to pass complete background check.
