Definition:

The Workforce Development Case Manager provides strengths-based, trauma-informed case management services to youth engaged in workforce development programming within the Youth Support and Intervention Department. This role supports young people participating in programs such as Washoe YouthBuild, Redfield Academy, and other education and workforce initiatives.

The Case Manager works closely with youth, employers, educators, and community partners to identify strengths, address barriers, and connect participants with employment, training, and educational opportunities. Services emphasize a strengths-based, client centered, and collaborative approach rooted in The Children's Cabinet's wraparound strengths-based, trauma-informed case management model.

Supervision:

This position has no direct supervisory responsibilities.

Duties

- Develop a thorough understanding of the agency's mission, strategic focus areas, and overall objectives, and actively contribute to their success. 

- Read, understand, and consistently apply all agency and department policies and procedures, ethical standards, applicable regulations, and program or grant requirements. 

- Maintain comprehensive knowledge of agency programs and community resources to provide accurate information, referrals, and coordinated support to youth and families. 

- Participate in program-related activities, including staff meetings, family or parent meetings, case conferences, field trips, recognition events, and other program activities as assigned. 

- Provide strengths-based, trauma-informed case management services to youth and families, including intake and assessment, individualized service planning, barrier identification, service coordination, and ongoing progress monitoring. 

- Develop, maintain, and regularly update individualized service plans with participants that identify education, occupational training, employment, supportive service, and long-term career goals; document progress and adjust strategies as participant needs or goals change. 

- Conduct career exploration and vocational assessments and assist participants in identifying education, training, employment, apprenticeship, and career pathways aligned with their interests, strengths, and goals. 

- Facilitate access to services and referrals, including behavioral health, housing, transportation, education, employment, basic needs, and other supportive resources. 

- Provide crisis intervention, de-escalation, short-term stabilization, and appropriate referrals within the scope of the position. 

- Assist youth and families in navigating education, workforce, social service, and other community systems. 

- Maintain complete, accurate, timely, and compliant participant files, including eligibility documentation, assessments, individualized service plans, case notes, services provided, supportive services, credentials, education and employment outcomes, follow-up activities, and required source documentation in accordance with agency, program, funder, and grant requirements. 

- Complete required data entry, documentation, reports, and case summaries within established timelines and designated case management or grant reporting systems. 

- Monitor participant attendance, engagement, progress, and barriers to participation and conduct timely outreach and re-engagement when participants disengage or are at risk of leaving education, occupational skills training, leadership development, work-based learning, or other required program activities. 

- Participate in multidisciplinary case conferencing and coordinate with education staff, occupational skills instructors, Job Developers, program leadership, families, and community partners to review participant progress, address barriers, and coordinate services. 

- Support participant engagement and progress across education, occupational skills training, leadership development, community service, career preparation, work-based learning, and supportive service activities, as applicable to the assigned program. 

- Provide transportation for youth and families when required and in accordance with agency policy. 

- Collaborate with the Job Developer, employers, training providers, apprenticeship partners, postsecondary institutions, and community organizations to connect participants with workforce and career pathway opportunities. 

- Coordinate or support career-building activities such as job shadows, employer site visits, mock interviews, guest speakers, informational interviews, and other career exposure activities. 

- Deliver or support workshops focused on job readiness and career preparation, including resume development, interviewing, workplace communication, professionalism, and employment retention skills. 

- Support participants in obtaining industry-recognized credentials and certifications applicable to their education and career pathway, including OSHA-10, CPR/First Aid, CHW, and other allowable or program-approved credentials. 

- Work collaboratively with the Job Developer and program team to prepare and connect participants to employment, apprenticeship, work-based learning, postsecondary education, and training opportunities aligned with their strengths, interests, credentials, and career goals. 

- Provide employment retention support, coaching, mediation, and problem-solving assistance to participants as needed to address workplace challenges and support long-term success. 

- For YouthBuild participants, plan, provide, and document individualized follow-up services for at least 12 months following program exit, consistent with grant requirements and participant needs. Follow-up may include continued case management, supportive services, employer contact, employment retention support, education and postsecondary transition assistance, career development, referrals, mentoring, and re-engagement efforts. 

- Maintain regular contact with participants during required follow-up periods and document services provided, outcomes, unsuccessful contact attempts, participant requests to decline follow-up, and other required follow-up information in the designated system. 

- Assist with participant recruitment, program outreach, and community engagement activities as assigned. 

- Participate in workforce initiatives, coalitions, employer events, recruitment activities, and community partnerships that strengthen program opportunities and participant outcomes.

- Maintains accurate documentation, compliance, and data integrity aligned with program and grant requirements (including WorkforceGPS expectations)

- Responds effectively in crisis situations with stabilization, de-escalation, and appropriate referrals

- Demonstrates cultural responsiveness, professionalism, and adaptability when working with diverse youth and families

- Focuses on measurable outcomes including HSE attainment, credential completion, and employment or postsecondary placement

Minimum Qualifications Needed

Knowledge of:

- Positive youth development and adolescent behavior

- Education systems, especially for at-risk youth

- Community agencies and resources

- Case management and wraparound principles

- Trauma-informed care and crisis response

- Special education, graduation plans, and IEP processes

- School attendance laws and intervention strategies

Ability to:

- Keep appointments punctually, be organized and demonstrate follow through

- Express ideas clearly and concisely both orally and in writing

- Adhere to schedules and specific timetables

- Use good organizational skills and the ability to be task-oriented

- Work with families of diverse backgrounds and beliefs and adapt service delivery accordingly

- Problem-solve in stressful situations

- Use excellent inter-personal skills, including intangible qualities (e.g., friendliness, openness, non-judgmental attitude, enthusiasm, empathy etc.)

- Work collaboratively with staff, school district personnel, and community agencies

- Perform all job duties including being able to lift up to 40lbs, walking up or down stairs, and sitting at a computer for long periods of time.

- Serve as a role model (positive attitude, professional dress, demeanor, and behavior

- Work as a member of a multidisciplinary team

Special Requirements

- Able to pass complete background check.

- Bilingual required

- Bachelor's degree preferred in Related Field or equivalent combination of education and experience in early childhood through adolescence.

- Must have reliable vehicle for work and clean driving record 

- Must possess a valid Nevada Driver's License, and proof of insurance for utilizing a personal vehicle for company business.

- Work requires some weekend and evening hours.
