Definition
The Provider Development Manager oversees early learning provider support services, including annual planning, program implementation, compliance with ANSI/IACET continuing education standards, and efforts to strengthen the quality and skills of the ECE and OST workforce. This role also supervises Nevada Pyramid Model Partnership programs, provider coaching, family supports, resource and referral services, and provider leadership and engagement opportunities. In addition, the position supports program funding, administration, staff supervision, community relations, and reports to the Provider Support Director.

Distinguishing Characteristics
An understanding of child development, work and family issues, and child care. Requires comprehensive understanding of early childhood education principles and practices, and work/life support for providers. Knowledge of NACCRRA provider best practices and ANSI/IACET standards required. Demonstrated skills in strong leadership with experience in supervising and developing staff.

Supervision Exercised
Coordinators, Specialists, and Program Support Staff

Duties:
- Understand and support the agency's mission, strategic priorities, policies, and procedures and implement all agency practices consistently
- Assist the Program Director with budget planning, spending approvals, and monthly financial review to support efficient use of program resources
- Develop, implement, and update annual provider support plans aligned with organizational goals, program requirements, and best practices
- Collaborate with other agency Program Managers to ensure programs are aligned
- Lead strategies that strengthen the quality, business practices, and professional capacity of early childhood education and out-of-school time providers
- Facilitate provider leadership and engagement opportunities that promote collaboration within the ECE and OST sectors
- Ensure continuing education and training activities comply with ANSI/IACET standards and support provider skill development
- Oversee resource and referral services that recruits prospective providers and connect providers with needed resources, supports, and professional networks
- Use current data, research, and program outcomes to inform planning, decision-making, and continuous improvement
- Oversee Nevada Pyramid Model Partnership programs and staff, including home visiting, classroom coaching, regional implementation, and demonstration site coordination
- Maintain communication with Pyramid Model leadership teams, stakeholders, coordinators, and coaches to support implementation fidelity across systems
- Recruit, supervise, evaluate, and support the professional development of direct reports while fostering a positive and accountable team environment


Minimum Qualifications:
Knowledge of
- Early childhood education principles and practices, and work/life support for providers
- Equity and disparities in utilization of support services
- Best practices in adult learning and ANSI/IACET standards
- Best practices in supervision/management
- HR practices and wage and hour regulations
- Program budgets

Ability to
- Express ideas clearly and concisely both orally and in writing
- Provide support and direction to department coordinators and team members
- Problem solve in stressful situations
- Keep appointments punctually, be organized and demonstrate follow through
- Work with adults of diverse backgrounds and beliefs and adapt service delivery accordingly
- Work collaboratively with team members and community agencies

Special Requirements:
- Bachelor's degree in early childhood education or closely relevant field
- Knowledge of early childhood education principles and practices
- 5+ years of experience in early childhood education or related fields
- Minimum 3 years of experience in supervision and management
- Must have reliable transportation for work and possess a valid Nevada's Driver's License and proof of insurance for utilizing a personal vehicle for company business
- May be required to work some evenings and weekends
- May be required to travel in state and out of state for training
- Must be able to lift and carry up to 25 pounds
- Must be able to walk up and down stairs

License or Certificate
- Able to pass complete background check.

  6. Quality Assurance: Program managers are responsible for ensuring that deliverables meet quality standards and adhere to program requirements. This involves establishing quality assurance processes, conducting regular reviews, and addressing any issues that arise with the Program Director.
  7. Communication: Effective communication is critical for program managers to ensure that all team members, Program Director, and stakeholders are informed and aligned. This includes written communication, such as status reports and documentation, as well as verbal communication, such as meetings and presentations.
  8. Adaptability: Program managers must be adaptable and able to navigate changes and uncertainties that may arise in their program(s). This includes adjusting plans and priorities as needed to ensure successful program delivery and that the Program Director is informed.
  9. Continuous Improvement: Program managers should continuously seek opportunities to improve processes, methodologies, and outcomes within their programs. This involves input on clear models and research as well as gathering feedback, analyzing performance metrics, and implementing changes to drive greater efficiency and effectiveness.
