Definition:

The Youth and Family Access and Stabilization Manager provides leadership and oversight for programs that address basic needs, crisis intervention, early intervention, prevention, and stabilization for youth and families. Programs include The Children's Cabinet Market, Community Navigation, Safe Place, Safe Talk for Teens, and youth mentorship and outreach initiatives. This role ensures individuals and families have seamless access to emergency support, confidential youth support services, community resources, and pathways to long-term stability.

The Manager supervises coordinators, case managers, specialists, ambassadors, front desk staff, and community navigators; ensures program quality and compliance; and builds strong community partnerships to expand access and impact. The position reports to the Youth Success Director.

Duties:

Develop a strong understanding of the agency's mission, strategic focus areas, policies, and procedures, and contribute to organizational success.

Provide leadership and oversight for The Children's Cabinet Market, Community Navigation, Safe Place, Safe Talk for Teens, youth mentorship and outreach services.

Ensure effective program operations, quality service delivery, measurable outcomes, and compliance with agency and funder requirements.

Lead program planning, goal setting, and implementation to ensure services are responsive to the needs of youth and families and aligned with agency priorities.

Oversee the coordination of basic needs assistance, resource navigation, intake and assessment processes, crisis intervention, and stabilization services, ensuring timely access to appropriate resources and support.

Ensure Safe Place maintains 24/7 accessibility for youth in crisis, including oversight of crisis response protocols, hotline coordination, emergency services, and community outreach.

Oversee Safe Talk for Teens, ensuring the delivery of confidential, strengths-based early intervention and prevention services that promote healthy coping skills, positive decision-making, goal setting, emotional well-being, and healthy relationships. Ensure appropriate screening, referrals, and coordination with counseling and other supportive services when additional needs are identified.

Support the development and implementation of youth-centered prevention, mentorship, youth council and outreach strategies that strengthen protective factors, promote positive youth development, and connect youth and families with appropriate community resources.

Ensure coordinated service delivery across programs, including consistent intake practices, needs assessments, referrals, and warm handoffs to internal and external services.

Promote family-driven and youth-guided practices that prioritize individual strengths, family voice and choice, and meaningful participation in service planning and decision-making.

Ensure adherence to applicable program standards, confidentiality requirements, mandated reporting obligations, and safety protocols through staff supervision, case reviews, and quality assurance activities.

Recruit, hire, supervise, coach, and evaluate program staff, establishing clear expectations, supporting professional development, and fostering a collaborative, inclusive, and supportive work environment.

Develop and monitor program budgets in collaboration with the Youth Success Director, including spending approvals, monthly financial reviews, and responsible allocation of resources.

Identify funding opportunities, contribute to grant development and proposals, and support the financial sustainability and growth of assigned programs.

Oversee program documentation, data collection, reporting, and performance monitoring to ensure accurate records, compliance with funder requirements, and measurable program outcomes.

Evaluate program effectiveness through data analysis, case reviews, participant feedback, and outcome measures; identify service gaps and implement strategies for continuous quality improvement.

Cultivate and maintain strong partnerships with schools, law enforcement, courts, probation, child welfare, community organizations, and service providers to strengthen coordinated services, expand access, and reduce barriers for youth and families.

Represent The Children's Cabinet in community meetings, committees, outreach activities, and events to strengthen partnerships, promote program awareness, and advocate for the needs of youth and families.

Provide regular updates to the Youth Success Director regarding program performance, outcomes, staffing, budgets, challenges, and opportunities for improvement.

Minimum Qualifications

Knowledge of:

Youth and family development, including adolescent social and emotional development.

Trauma-informed, strengths-based, and youth-centered practices.

Crisis intervention, early intervention, prevention, and stabilization strategies.

Positive youth development, healthy coping skills, and protective factors.

Wraparound and strengths-based case management practices.

Emergency and basic needs support systems.

Community resources, coordinated intake, needs assessments, and referral processes.

Confidentiality, mandated reporting, and safety protocols when serving minors.

Evidence-informed practices for youth engagement, mentorship, and community outreach.

Program supervision, human resources practices, budget management, and performance evaluation.

Ability to:

Communicate effectively and professionally, both orally and in writing, with staff, youth, families, community partners, and stakeholders.

Provide leadership, guidance, coaching, and accountability to program coordinators and team members.

Think strategically, identify opportunities for improvement, and develop solutions to complex programmatic and operational challenges.

Support trauma-informed, strengths-based, and culturally responsive services for youth and families from diverse backgrounds.

Interpret program data, evaluate outcomes, and implement improvements to strengthen program quality and effectiveness.

Manage program resources responsibly, monitor budgets, and ensure compliance with agency policies and funding requirements.

Adapt to changing program needs, demonstrate initiative, and maintain accountability for timely follow-through and results.

Special Requirements:

Bachelor's degree in human services or closely relevant field, or equivalent experience.

5+ years experience in case management, social services, or related fields, with a strong understanding of family dynamics and community resources.

Minimum 3 years of experience in supervision and management

Demonstrated experience managing multiple programs, managing service delivery, and working collaboratively with community partners.

Must have reliable vehicle for work and possess a valid Nevada's Driver's License and proof of insurance for utilizing a personal vehicle for company business & clean driving record

Will be required to work some evenings and weekends.

May be required to travel in state and out of state for training.

Must be able to lift and carry up to 25 pounds.

Must be able to walk up and down stairs.

License or Certificate
